Reporting to the Supervisor, GIS and Data Analytics, the Senior Data Engineering Specialist will play a leadership role in expanding, supporting, and sustaining the Region’s Data and Analytics program. The incumbent will ensure that the Region’s spatial (GIS) and tabular data assets and data systems are well positioned to support advanced analytics, predictive analytics, and artificial intelligence initiatives. The Senior Data Engineer provides both technical and architectural leadership and is responsible for developing standards, processes, and policies that guide the expansion and maturity of the Region’s enterprise Data and Analytics program.
The incumbent will:
– Provide technical leadership for the design, development, and sustainment of enterprise data and analytics platforms, including spatial (Esri GIS) and non spatial data systems (MS Fabric)
– Design and manage the Region’s data architecture, data warehouses, data lakes, and data integration solutions along with developing and implementing standards, and frameworks defining how data is stored, integrated, secured, and accessed across the organization
– Lead and support the design and implementation of modern data engineering solutions, including ETL/ELT processes, data modeling, and data pipelines
– Collaborate closely with Database Administrators, GIS teams, application teams, and business stakeholders to ensure data solutions meet enterprise and departmental needs
– Develop and recommend policies, standards, and best practices related to data management, data quality, data governance, and analytics platforms
– Provide technical guidance and mentorship to project teams and technical staff involved in data and analytics initiatives
– Support and participate in cross departmental projects related to data analytics, GIS, research, and data sharing initiatives
– Assess emerging data, analytics, and AI technologies and recommend solutions aligned with Regional strategies and priorities
– Contribute to project planning, solution design, documentation, and implementation activities, ensuring solutions are scalable, secure, and sustainable
The successful applicant will possess:
– A degree in Geography, Data Science, Computer Science, Computer Engineering, Data Engineering, or related discipline or equivalent combination of education and experience
– Strong practical knowledge of municipal GIS and Data Analytics environments
– Broad IT knowledge, including enterprise databases such as SQL server and Oracle, networking principles, server security, system backups, and enterprise application environments
– In depth understanding of data engineering, data modeling, data integration, and data architecture principles
– Experience with modern analytics platforms, including data warehouses, data lakes, data marts, data mesh and analytics platforms such as MS Fabric
– Knowledge of GIS fundamentals, geomatics principles, and enterprise GIS systems such as Esri
– Experience supporting or leading complex, multi stakeholder technical projects
– Strong analytical, problem solving, and decision making skills
– Demonstrated ability to translate business needs into scalable technical solutions
– Strong written and verbal communication skills
– Ability to provide leadership and mentorship in a highly technical environment
– Proven ability to work collaboratively across departments and disciplines
– A focus on consensus-building, and shared decision-making, where possible, as well as working collaboratively with diverse groups
This position is with Salary Grade 10 and will be paid at the following hourly rates:
– Start: $59.18 – Six Month: $62.46 – Job: $65.75
